This is her as soon as she blasts off at the end of The Doctor's Daughter. I'm sure she could develop more Time Lord traits like Feel The Turn Of The Universe with experience - or buy them in exchange for a few points of Adversary, as she's bound to pick up a few of those in a hurry.
The Scion of Gallifrey package would seem perfectly suited for her. Also, Tailored Regeneration, as she doesn't change physically, well, not in any obvious way, at any rate.
